Best frame rates

hello,

i have heard several developers frame rates such 16, 21, 31 , 59 best frame rates use flash movies. can explain why? movies not play @ specified frame rate? these numbers play closer specified rate?

i think might stem rumour mac platform likes frame rates ending in "1"
(11,21,31,41,etc...). not on mac have no proof.
otherwise - frame rate decided based on how movie setup - games simple graphics
set @ 60fps triggered faster. movies animation heavy not able
get away high frame rate thins me, 24-30 use - , pretty anal
about optimizing movies exceptional playback.
often 15, 18, 20, 24 typical general applications. if movie fullscreen
should consider lower frame rate large movies tax processor/video card refresh frames @
a high rate of speed.

avrdude: verification error, first mismatch at byte 0x0000 0x0c != 0x62
