CD4026 carry out

hi,
i using cd4026 display numbers 0-9 on 7 segment display. using carry out clock next cd4026. datasheet, carry out appears after 10th clock i.e after first counting sequence. but, getting carry out high, when switch on circuit , remains on 0-4. carry out staying on 0-4 not unusual. isn't carry out staying high right when circuit switched on little weird??

on reset, cout '1'.
cout clock divided 5. high 5 clocks low 5 clocks.

avrdude: verification error, first mismatch at byte 0x0000 0x0c != 0x62
