looking for Arduino developer for small project
hi, i'm trying develop simple product , think arduino perfect fit need. i'm arduino newb , can't take time learn in order this. rather pay (if reasonable enough) seasoned pro work. said, small project , not projected fame , fortune.. 
please keep in mind.
my project working now, simple fan mechanism uses both solar power 12vdc power run fans. have built simple change on circuit works fine provides solar power fans when available, , switches 12 vdc power when solar power unavailable. i.e. night time, rain etc.
where have arduino come in add following functionality system:
1) integrate temperature/relative humidity modules sit fans located , depending upon parameters set turn system on/off. thermostats can hard wired without problem there has power wire running control anyhow. there can 6 fans each control box module. typically there 2 or 4.
2) ability able log in via cell phone, web etc control device , see stats etc. each of fans , temp/rh modules in real time. able turn system on , off
3) able program arduino turn system on/off during hours of day , cycle system on 2- 8 minute periods each hour
4) able monitor if possible air flow rate in fans. have filter in of fans. need way monitor if filters becoming clogged , need replacement or not. system should send sms or email user if filters need replacements. default calculate actual run time , set standard message user xxx number of hours run etc..
5) if not complicated, able see on display how solar power being produced vs. dc power?
6) considering small simple lcd screen display of info. cost may prohibitive production.
7) devices should have door password can remotely administered our staff if customer having problems , can log in , view stats etc.
from have seen arduino after researching on these last few days, should relatively easy. can handle end database stuff , make web gui good. need functionality.

1) develop prototype working
2) assist in design of custom pcb etc parts list (cost effective)
ultimately solution needs inexpensive , elegant. if can let me know.

i cannot see being cheap develop or produce, figure have in mind when "inexpensive"?
