Help with light project and remove bootload flash

hello type of person has no idea electronics (not field) , trying set lighting in car. have ardx used class , trying control lights install in car flicker in tron uprising stay on. problem start light flashes 2-3 times before running code , totally ruins everything. know of how can hook , have arduino power led's or el wire possibly , make flicker when powered on? appreciate otherwise i'm out of luck :smiley-sad-blue:. thanks
